Description/Job Summary

Manage the pre-construction team with all tasks related to assembling CMAR and Design-Build budgets and Guaranteed Maximum Pricing documents. Work with a project team to ensure all activities listed above are completed. Additionally, responsible for the coordination of all tasks related to submitting hard bid estimates.

Responsibilities/Duties

CMAR and Design Build Management

  • Assemble budget complying with Bid Management Section requirements.
  • Manage the CMAR and Design Build design phase of project.
  • Attend and participate in required design meetings.
  • Schedule, attend, and participate in design phase pre-construction team meetings.
  • Assist the design team in material analysis and value engineering.
  • Develop and maintain pre-construction schedule.
  • Develop and maintain a subcontractor scope of work document with project and field management as design progresses.
  • Generate and review the general conditions, logistic planning, schedule durations, and specific project requirements for bidders with the project management, field management, and design teams.
  • Create and organize required deliverables for the Owner as defined by the established phases.
  • Manage subcontractor pre-qualifications for compliance with owner contract.
  • Ensure compliance with owner MWBE requirements.
Bid Management & Document Control
  • Bid projects with a Safe Work or No Work mindset.
  • Collaborate with architects, engineers, and pre-construction team to evaluate project specifications, requirements, and timelines.
  • Develop cost of work pricing, general condition, site logistics, and verification of schedules with the project team.
  • Review proposal specifications, drawings, attend pre-bid meetings and attend site visits to determine scope of work.
  • Prepare and review RFI’s for design team clarification.
  • Prepare and coordinate bid proposal packages, including bid bonds, bid proposals, MWBE forms, and other additional forms required by the general conditions or bidder requirements.
  • Maintain meticulous documentation of subcontractor outreach, scope verification, MWBE requirements, as required by the owner or the general conditions.
  • Plan bid win strategy that is profitable and meets Owner MWBE requirements.
  • Solicit pricing from subcontractors and suppliers. Follow up with subcontractors to gauge interest and ensure adequate trade participation prior to the bid.
  • Conduct and log comprehensive quantity take-offs, subcontractor outreach, and material analysis to determine accurate cost estimates.
  • Generate subcontractors’ scopes sheet to assist in bid leveling.
  • Prepare and assemble detailed estimates through takeoffs and specifications reviews for accurate proposals.
  • Schedule, organize, and lead the post-bid review for continuous process improvement.
  • For successful bids, participate in hand-off meetings providing project and field management with complete bid documentation and recap the subcontractor negotiation that was instrumental in helping win the project.
  • Develop and maintain a cost history database.
  • Develop, maintain, or oversee a call/solicitation log as directed by the Pre-Con team.
Leadership

  • Mentor, coach and train the pre-con and estimating team. 
  • Consistently build strong positive relationships with vendors, field, and project management.

Required Qualifications

  • Bachelor’s degree in engineering, construction management, or equivalent
  • Five years’ experience in pre-construction or equivalent experience
  • At least 2 years of experience managing a team of 2 or more people
  • Strong working knowledge of Outlook, Excel, Word
  • Strong communication and people skills
  • Maintain a valid driver’s license and safe driving record
  • Experience reading and understanding bid documents
  • Detail-oriented with an ability to consider strategic implications
  • Experienced in planning, collaboration, and conflict-resolution skills
  • Strong working knowledge of estimating software such as Sage Estimating or Beck Technology Destini
  • Open to change and adaptable to new technologies.
